Exalogic vServers In Same Distribution Group (DG) Were Running On Same Compute Node Which Had "vserver_placement.ignore_node = true" Tag (Doc ID 2181138.1)

Symptoms

In Exalogic Virtual 2.0.6.X racks, after creating vServer via IaaS CLI, issue was reported that newly created vServers which were part of same distribution group were running on same compute nodes. Moreover, some of those vServers were placed on compute node which had "vserver_placement.ignore_node = true" tag.

For example in this case looking at the 'xm list' output  we can see currently that the 3 Guest vServers part of DG was running on same Compute Node 8 (192.168.23.8) which has tag "vserver_placement.ignore_node = true".
