Why Is the UTC Time Zone Setting in ODI Studio, Standalone Agent, and J2EE Agent Not Affecting Job Executions that Use the SYSDATE and SYSTIMESTAMP Timezone? (Doc ID 2181153.1)

Goal

When setting UTC time with ide.conf for Oracle Data Integrator (ODI) Studio or agent configuration files, the ODI log file reflects the UTC time which was set, but the running ODI jobs which are using the database SYSDATE and SYSTIMESTAMP functions do not reflect the UTC time which was set.  Why does this happen?
