This issue can be reproduced with JDeveloper 22.214.171.124.0 in IE 11, Firefox and Chrome.
This occurs for an ADF Faces application with a af:forEach component with multiple embedded inputText components.
The value property of the inputText binds to a variable inside the managed bean. The valueChangeListener property is bound to the same managed bean.
The application when run will render two instances of inputText.. Entering a value into the first inputText followed by changing the value of the second inputText should cause the valueChangeListener event to trigger. But it does not.
Note: JDeveloper 126.96.36.199 version behaves as expected. ie the valueChangeListener event does trigger.
