Last Decision Column Showing Both Revoke and Certify as Values in Certification Details (Doc ID 2182751.1)

When any new cert is launched and assign to reviewer, the Last Decision column showing both Revoke and Certify both values in certification.

When reviewing Cert report for a user and an account/Entitlement, the Last Decision Column show either show "Certify" or "Revoke" based on the EL
#(row.lastcertification)=1 (Certify)
#(row.lastcertification)=0 (Revoke)

Actually seeing both revoke and certify values in certification in the last decision column.

If reviewer last time took the action as Certify for the same user-access, then this time the Screen should show as Certify.

Tried to update the value as #(row.lastcertification)=0, but after publishing sandbox the change is not reflecting.
It again set to #(row.lastcertification)=1

Only the one designated in the EL should be showing
