The nmConnect command is very slow in both SOA 11g and 12c (Doc ID 2182871.1)

Symptoms

nmConnect takes an extremely long time to complete since moving from a Solaris 10 environment to a Linux 6.8 system. It takes at least 8 minutes to complete and in some cases it even fails to connect. This occurs on all versions in SOA 12.1.3.0.5/6, 11.1.1.1.6, 11.1.1.1.9.

nmConnect should complete immediately.
