EDQP Transform Server Shows "Down" In Platform Topolgoy - EDQP Server Logs Display "Server Group has been idled" Output (Doc ID 2183637.1)

Symptoms

EDQP Transform Server inaccessible.  EDQP Platform Topology displays that the Transform Server is "Down".  Errors reported in the logs:

 INFO 09 Aug 2016 09:02:29 [] - Data Service Application <DSA_NAME>, revision 12, deployed to QA by Admin
ERROR 09 Aug 2016 09:02:29 [] - Failed to send Load request for <DSA_NAME> to server ddcpdqt01vm
Server error=1801: Server Group has been idled - Servlet LoadUnloadServlet may not be invoked on an idled server, Code=1801, Details=Servlet LoadUnloadServlet may not be invoked on an idled server
