Adding a Feature to a Custom Application Causes No Libraries to be Added to the Project (Doc ID 2183803.1)

Symptoms

When a feature is added to a new Custom Application, the libraries in that feature are not automatically added to the project.

Steps to reproduce
1) Create a new application (using menu, button, or any available option: File-New-From Gallery-Application-Custom application)
2) Specify the name
3) In the project features, select ADF Business Components

4) Accept the default in all wizard steps to create the application
5) Once it is rendered in the navigator, open the project properties and select Libraries and Classpath: No library is listed



The problem has been reproduced in all 12c releases: 12.1.2.0.0, 12.1.3.0.0, 12.2.1.0.0, 12.2.1.1.0, 12.2.1.2.0 and 12.2.1.3.0
