Symptoms

WebLogic Server(WLS) won't start - Cannot access WLS Console - Apps such as Content Server won't start either.

Changes

Moved a WebCenter Content database from a production 12c database server to a development 12c database server. Changed the database connection string in the WCC config.cfg file and also for the CSDS in weblogic and deleted the WCC schema from the production database server.
