Exalogic Virtual: vServers don't have valid Infiniband networking with no lines added to /var/log/vm_event_callout.log on the cnode where they start (Doc ID 2184952.1)

Symptoms

You have an Exalogic Rack in a virtual configuration, where you may have one or more guest vServers running with a valid Infiniband networking environment. However, when you start additional guest vServers or stop and start existing vServers they do not have a valid Infiniband network environment and neither EoIB or IPoIB networks for the guest vServer are operational after starting up.

When you encounter this specific problem you are able to confirm the ovmwatch service is running, for example:

However, even though you monitor the file for new log messages using "tail -f /var/log/vm_event_callout.log", on a node where a vServer is to be started you see no new log messages being logged as the vServer is started.
