OIM Custom Password Policy - Can't Set 3 Out Of 4 Categories Condition

On 18.104.22.168.0 version in the System Administration console under the OIM Custom Password Policy screen, one can't set 3 out of 4 categories condition.
OIM out of the box Complex Password Policy defaults to requiring 3 out of 5 categories of characters being present for the password to be accepted.
Is there an option to set this condition in the custom password policy?
