OWSM Agent owsm-pm-connection-t3 Out Of Sync Causing WSM-02557:oracle.wsm.policymanager.accessor.BeanAccessor and WSM-06408 errors

After changing ports for AdminSever and Managed Servers in FMW 18.104.22.168.0, the "owsm-pm-connection-t3" shows Out of Sync which results in OWSM policy errors being thrown:
OS: Linux x86-64
1. Change ports for Admin Server and Managed Server
2. Notice the errors in the log after starting the admin server and the managed server.
