Symptoms

On : OES 11.1.2.3 version, Oracle Authorization Policy Manager (OES)

Created the SM and tested working fine, Even if the SM is shutdown state, Still client accessing the policies

Expected Behavior, is When the client is down, Client should not get the correct results
