When attempting to open ADF Application prepared for WebCenter Task Flow Customization using JDeveloper in Customization Developer Role,
the following error occurs.

The issue can be reproduced at will with the following steps:

1. Crete an ADF application and set it up for Task Flow Customization as per the following document:

            Follow all steps from this section of the above document:

            Preparing a Customizable WebCenter Portal ApplicationContinue with the following steps of teh document:

        2.  Customizing WebCenter Portal Task Flows

While following the above steps and switch Roles to "Customization Developer" and restarting JDeveloper it shows the following error:

     "Customization layer with no value can not be selected as tip Customization layer"
