Symptoms
In WebLogic 10.3.6, when setting Forward Delay = 0 on a queue, with no consumers, and producing messages into the queue you get very unexpected behavior. The message total keeps increasing to a significant amount, in the hundreds to thousands, even when you stop producing messages. Setting Forward Delay = -1 solves the issue.
