OUD 11g - Replication Administrator Password Change from ODSM Topology Tab Console is not Completed (Doc ID 2188181.1)

Symptoms

When trying to change the Replication Administrator password from the ODSM console, the new password is accepted without an error message however authentication fails with the new password on the next logon.  The old password is still accepted.
