OIM Configuration Fails When OIM and SOA are Installed in Different Domains (Doc ID 2188413.1)

Running OIM/bin/config.bat, the following error is thrown:

[OIM_CONFIG] Failed configuration step Configure OIM Server


Running validate on both OIM/and OAM servers shows the following:

Info: Data source is: opss-DBDS
WLS ManagedService is not up running. Fall back to use system properties for
Info: Diagnostics data was saved to the credential store.
Info: Validate operation has completed successfully.


 However both servers are up, so this info looks like is not correct.
