SOA Managed Server Starts in Admin Mode with Errors "MDS-01330: unable to load MDS configuration document" (Doc ID 2188448.1)

Symptoms

In newly configured OIM 11.1.2.3 environment, the initial attempt to start the soa managed server fails going into ADMIN mode with the following errors.

<server name>.out (DEV_MDS is the MDS Schema Owner, Prefix being DEV)

 

Changes

 After RCU completed successfully, it was found the database had be hardened via many revokes on sys objects from public.
