DIS: "Copy but keep both files" is not handled as a copy.

Using DIS for the explorer integration to copy a file that already exists in a WCC folder, there are four different options. Option 4 is "Copy, but keep both files".  The assumption is that there is a copy service used on the server (FLD_COPY or WEBDAV_COPY most likely). However, this does not seem to be the case: it goes to CHECKIN_UNIVERSAL and then to CHECKIN_NEW_SUB. This seems odd as it is not a new revision, it is a copy of a certain file. This step completely skips asking for any metadata (no metadata prompt), so certain fields which are required are left empty. Local customization have several checks for copy actions built-in, which are now completely skipped because there is no way to differentiate this as a copy action.  So to simplify, the request is to turn the action behind this button into a proper COPY action.
