Symptoms
On : 12.1.3.0.0 version, Apache Web Server
Recently installed a new Oracle HTTP server version 12.1.3.0.0
When trying to start the OHS from the Fusion Middleware Console or using DOMAIN_HOME/bin/startComponent.sh ohs1 the OHS will not start.
STEPS

The issue can be reproduced at will with the following steps:
1. Attempt to start the ohs1 component from the Fusion Middleware Console
2. Attempt to start the ohs1 using DOMAIN_HOME/bin/startComponent.sh ohs1
