ESSO 11g: Windows Clients Are Asked To Enter LAN Password For ESSO, and Users Cannot Add / Modify / Reveal Any Passwords or Applications and Authentication Type Getting Changed to Windows Logon Automatically.

This was observed on Oracle ESSO 220.127.116.11.0, but may apply to other versions.
+. Users cannot add / modify / revel any passwords or applications.
+. When the user enters In the LAN password for validation, it comes back with wrong password.
Noticed 2 things
1. When you open SSO, it takes like about 1 - 2 minutes to populate the application templates.
2. If you then click settings and check the "Authentication Type" it lists "Windows Logon" and we can not change it
+. The working clients don't see the above issues, and the authentication is set to "Windows Logon v2"
+. This issues is spreading on more users/machines and are reporting it every day.
Microsoft MS16-101 patch was installed.
