Some JPG's Get Stuck in the Enterprise Capture Import Processor Queue and Error " JFIF APP0 must be first marker after SOI" Occurs

Oracle WebCenter Enterprise Capture - Version 188.8.131.52.0 and later Information in this document applies to any platform.
After an upgrade from 10g to 184.108.40.206, some .JPG images uploaded from a user will clog the Import Processor queue.
The following error is reported in the Capture log:
