Generic SOAP Fault Translated to Binding Fault instead of Remote Fault (Doc ID 2190572.1)

Symptoms

On : 11.1.1.9.0 version, BPEL Service Engine

ACTUAL BEHAVIOR
---------------
When a generic SOAP fault occurs in 11.1.1.9 it is being translated to a binding fault.

EXPECTED BEHAVIOR
-----------------------
In 11.1.1.7 the same fault is translated to a remote fault, which is the expectation for 11.1.1.9.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. SOAP fault occurs in external web service.
2. BPEL translates SOAP fault to binding fault.
