WFR Group Created Exception States are not Visible to Users that have already Created their own Exception States in WebVerifier

After setting the selected state flag and changing the exception description for an existing group, users with access to this group can login to WebVerifier but the exception states are not visible.
When logging in to the WFR Client, the following error occurs:
This issue does not occur with newly created users.
