File is created in FileSystem Even Though The Filestore Provider is set to 'Is Webless' (Doc ID 2191033.1)

Goal

On : 11.1.1.8.0 version, Content Server

After configuring the filestore provider to 'Is Webless File Store' checkbox and then create new contents with rendition file formats i.e. .jpg, .gif, .png etc., rendition copies are generating in weblayout directory which is fine and expected. But when creating new contents for non-rendition file formats (which are not marked for IBR conversion) i.e. .doc. .pdf, .txt etc., a copy (surprisingly with .jpg format) is getting created in weblayout directory which should not be the case as we are having 'Is Webless File Store' configuration enabled.

Why is that file created?
