Symptoms
On : 12.1.1 version tuxedo, Windows 2012 R2 X86-64, PeopleSoft PeopleTools 8.54
When attempting to manually start the Tuxedo tlisten generic listener process the following error occurs:
103754. TuxMachineName!tlisten.4308.4800.-2: 09-28-2016: Tuxedo Version 12.1.1.0_VS2012, 64-bit
103754. TuxMachineName!tlisten.4308.4800.-2: CMDTUX_CAT:4343: ERROR: Could not establish listening endpoint //IP:PORT
103754. TuxMachineName!tlisten.4308.4800.-2: CMDTUX_CAT:4343: ERROR: Could not establish listening endpoint //IP:PORT
The issue can be reproduced at will with the following steps:
1. set the following environment variables TUXDIR, NLSPATH,
2. cd %TUXDIR%\bin
3. tlisten -l //IP:PORT (where IP is the IP address of the affected host machine)
