Symptoms

Attempting view a personal page with a Content Management component on it in WebCenter Portal 12.2.1.x returns error:

Content publishing is not available as current portal does not use database persistence.

Steps to reproduce the behavior:
1.  Create a new personal page on a portal in WebCenter Portal
2.  Edit the page
3.  Select "Content Management" > "Styled Text" or "Text"
The following error is displayed on the page:

Content publishing is not available as current portal does not use database persistence.

 The Content Managment items are not displayed.
