How To Implement Separate Capture and Indexing Client Profiles with Document Conversion and then Indexing

Oracle WebCenter Enterprise Capture - Version 12.2.1.1.0 and laterInformation in this document applies to any platform.
Goal
The business process is to import faxes to a folder as PDFs, and then convert then to TIFs. These faxes also need to be indexed and released. Many of these need to be split while indexing, hence the need for TIF format.
Currently, an import job is created which captures from the folder and creates batches with a prefix of MA-FAX. A document profile is assigned and a field mapped to a set value. The post-processing is set to a conversion processor which converts to tif. The conversion process has no process assigned to it's post-processing.
There is also an index-only profile that picks up batches of prefix MA-FAX and post processing is set to commit.
It is expected that the importer will import the document, release it to the conversion process, and it would stay in the system. It is expected that the batch would be able to be opened with the index-only profile, index and release it.
Instead, the batch is set to status processing with the gearwheel icon, and it is not possible to index it. If the batch is unlocked, no processing has been done. How do I achieve this very simple and very standard capture workflow?
