Framework Folders: User with Read Access Can't View Folder Information or Folder Metadata through WCC Web Browser Interface (Doc ID 2192295.1)

A user with only Read permission to a folder:

In Folders_g (Contribution Folders), this user can see the Folder Information.
In Framework Folders, this user cannot see the Folder Information from the menu.
However, in Framework Folders, this user can see the Folder Information by accessing it through the URL directly.

Example URL: http://MyServer:16200/cs/idcplg?IdcService=FLD_INFO&path=/MyFolder

Why can't this user see the Folder Information from the menu when using Framework Folders, especially in view of items 1 and 3 above?
