NullPointerException Error when Creating Access Policy after PS3 Upgrade (Doc ID 2192342.1)

Symptoms


When attempting to Create Access Policy,
the following error occurs.

STEPS

The issue can be reproduced at will with the following steps:
1. Login to OIM /sysadmin (after PS2 -> PS3 upgrade)
2. Create Access Policy
3. After Step 1 in the Create Access Policy the error occurs.
