WebLogic Server Hangs on Startup during 12c Upgrade (Doc ID 2192967.1)

Symptoms

WebLogic Server Hangs on Startup, appears to be in Standby Mode, and never goes into Running state.  No errors appear in the command window or in the log files.

Changes

During 12c upgrade, after running the Upgrade Assistant, starting up WebLogic Server with startWebLogic.cmd prior to running reconfig.cmd
