WebLogic Server in-process Coherence is not Starting the Coherence Extend Proxy Service by Default (Doc ID 2193315.1)

Symptoms

Customer is having a WebLogic domain with coherence running as a in-process out of the box in the created domain. Customer is trying to validate the coherence extend proxy service of the managed servers in the domain using an TCP extend client but extend client is failing with the below errors, it failed to locate the proxy service running at managed servers.
