"All URIs offline on all servers = true" SLA Alert Rule Not Behaving as Expected

Symptoms
It is needed to understand the behaviour of this SLA Alert Rules for a Business project with monitoring enabled:
An SLA Alert ("SLA Alert Rule 1") is configured with the following rule:
"All URIs offline on all servers = true"
If a business has no connectivity with its configured endpoint uri, the SLA Alert related to "SLA Alert Rule 1" doesn´t appear
On the other hand, when (SLA Alert Rule 2) is defined with the following, the alert is seen as expected:
“Any URI online on any server = false”
These rules are expected to have the same behavior but do not.
