Unable To Launch ComponentWizard or Any of The Standalone Applets in WCC

Information in this document applies to any platform.
Unable to launch ComponentWizard or any of the other standalone applets from the .../ucm/cs/bin folder. Instead of launching the utility the script just proceeds to the next line (new empty bash line).
There is no output or error given even when using the -debug option.
