DSCC - When Trying To Register an Instance - Error - "... could not contact the DSCC agent ..." (Doc ID 2193600.1)

Symptoms

On 11.1.1.7.0 version, DSCC error returned when attempting to add a new server to an existing DSCC configuration:

IP_ADDRESS:8080 -

Could not contact the DSCC agent on host <hostname>. Use the command dsccagent to check that the DSCC agent is installed and running on port 3997.
