Error: "ODI-10199: Incorrect ODI username or password" Thrown by One Agent in a MultiAgent Environment

In an Oracle Data Integrator (ODI) environment with multiple standalone agents which all connect to the same ODI Repository, all but one of the Agents start up properly.
One of the agents is getting the following error when trying to start the agent:
