Symptoms
Installing OHS 12.2.1, and it fails on Domain Creation with the following errors:
Steps to Reproduce Issue:
1. Installed Database.
2. Created a new user TMPDBA and assigned SYSDBA Privileges.
SESSIONS_PER_USER limit is set to unlimited for SYS as well as SYSDBA user.
3. Installed Fusion Middleware Infrastructure.
4. Ran RCU to create Schemas
5. Run config.sh to create the Domain.
6. Domain Creation fails
