Cannot Load A Debug File - Debug "From File ..." Button Errors with "Invalid Program"

Symptoms
When using SQL Developer 4.1, it is not possible to load a debug file using the Debug "From File..." button.
Steps to reproduce
- Use the defaulted anonymous block and "Save File" to create a file.
- Return and try to use the "From File" button to reload my previously saved work. At this point the following error is seen in the dialog pop up box:
"Invalid Program" in the window title and a single '0' for the error text.
