Web URL Map Configuration Gives 404 Not Found Error

Symptoms
On : 11.1.1.6.0 version, Web Content Management
When attempting to configure robots.txt using web url maps,
the following error occurs.
ERROR

404 not found
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Checking the robots.tx file into content server.
2. configure web url maps using the weblayout url
3. try to access the robots.txt.
Notice the 404 not found.
