Symptoms

After upgrading from 11g to 12c, connectivity with some web services or load balancers no longer works.

In logs we see this message:

Caused By: javax.net.ssl.SSLHandshakeException: Client requested protocol TLSv1 not enabled or not supported

 Upgrade from 11g to 12c
