HandleMessage In SOAPHandler Is Returning Blank Instead Of SOAP Xml Messages In JDev

Using JDev 126.96.36.199.0 Build JDEVADF_188.8.131.52.0_GENERIC_130226.1400.6493, an ADF application is built with 2 projects: one project contains a web service proxy and the other is a ViewController project which invokes the proxy in the other project. The proxy works correctly; it invokes the service and gets the response correctly.
There is a requirement to log the SOAP messages to the database and for this a SOAPHandler is written. When the application is run in integrated WebLogic server or the ear is deployed to standalone WebLogic server, the handler prints empty strings. It is supposed to print the soap xml messages. But, if the webservice proxy is invoked through JAVA main method or if a war file is built and deployed to a standalone server, the messages are printed correctly.
It has been determined that the issue is caused by the below xml tags that automatically get added to weblogic-application.xml when generating the ear file (BUG 16976743). If the same is removed it works correctly
