Managers Can't Change Subordinates Passwords (Doc ID 2197935.1)

Symptoms

After upgrading OIM version from 11.1.2.1 to 11.1.2.3.x, the managers are not able to change their subordinates passwords. This was available of the box in OIM 11.1.2.1.x versions. How to allow managers to change/reset their Subordinates passwords?
