Failure to Use TLSv1.2 in WebLogic Server 10.3.6 (Doc ID 2198457.1)

Symptoms

Trying to force use of the TLSv1.2 protocol in WebLogic Server, but the SSL handshake is automatically downgrading to TLSv1.0. The JDK 1.6.0_121 is being used, which is supposed to support TLSv1.2. Have also tried to force the minimum protocol version to TLSv1.1, but still seeing the same kind of message in the logs. The follow JVM startup parameters are being used:
