Can The OPAM "Comments" Box Be Made A Required Field? (Doc ID 2200477.1)

In the OPAM Self Service user interface, when an account is Checked out there is a prompt for "Comments" however this comment box is not a required field and can be left blank.
Can this comment box be made a required field?
