On : 11.1.2.3.0 version, OAuth Server

The OAuth(3-legged) service not working on fresh new OAM 11.1.2.3 instance.When attempting to configuring OAuth Services tried and access the following URL:http://:/ms_oauth/oauth2/endpoints/oauthservice/authorize?response_type=code&client_id=&redirect_uri=&scope=
The below error occurs at server side
