Symptoms

OIM Managed Server was restarted but that didn't restart oim (11.1.2.0.0) oracle.iam.console.identity.self-service.ear (V2.0) and these application failed to start.

Changes

 Before the restart, the control Flag of OAMIDAssertor provider was switched from REQUIRED to SUFFICIENT.
