Tuxedo Cannot Start Multiple Application Servers At The Same Time On Windows 2008 Server (Doc ID 2200881.1)

Symptoms

On : Tuxedo Version 11.1.1.2.0 with VS2010, 64-bit with Patch level 123

On Windows 2008 server with multiple application servers environment, you can start 3 out of 4 PeopleSoft application servers, but starting the fourth one gives these errors:

154024.tuxmachine!tmboot.8888.8884.-2: 10-28-2016: Tuxedo Version 11.1.1.2.0 with VS2010, 64-bit
154024.tuxmachine!tmboot.8888.8884.-2: LIBTUX_CAT:681: ERROR: Failure to create message queue
154024.tuxmachine!tmboot.8888.8884.-2: FATAL: internal error: CMDTUX_CAT:1098: ERROR: Can't create queue
154024.tuxmachine!PSADMIN.5440: End boot attempt on domain TEST


Increased number of Maximum IPC Processes and Number of Semaphores in Tuxedo configuration but that did not resolve the issue.
