OPSS - Unable start Admin Server hangs with no error noticing system-jazn-data.xml 0 bytes, empty (Doc ID 2200907.1)

Symptoms

Unable start admin server.

The startWeblogic script hangs, no error, no exceptions, no stack traces and no reaching the failed status.

After review all the configuration files noticing domain using XML File as Policy Store:

  <MW_HOME>/user_projects/domains/<DOMAIN_NAME>/config/fmwconfig/system-jazn-data.xml

And file size is 0, the file is empty.
 
Restore file from backup, or change permission access to Read only, does not help.

Every time that attempt start file becomes empty again, and same behavior

Changes

 No changes just after restart domain
