"Add Attachments" Option is Visible for WCCREC/URM Record Items (Doc ID 2201702.1)

Users are able to see the "Add Attachment" option for content items that are flagged as a Records. The content item themselves cannot be modified, but the option to add attachments is visible.
Is there a way to prevent (block) attachments from being added to a content item that is a Record?
