MS Office Fails To Open A Content Item Whose Filename Has Multibyte Characters Via COAO (Doc ID 2201829.1)

Symptoms

In Oracle WebCenter Content (WCC) environment, we can open MS Office contents directly from WebUI via Check Out And Open (COAO) component.
However, when opening a content file whose filename includes multibyte characters, MS Office application fails to open it with error
"cannot open
http://{host:port}/_dav/cs/idcplg/webdav/core/tip/{Content ID}/{filename} ".
(e.g.
http://wccsvr.internet.com:16200/_dav/cs/idcplg/webdav/core/tip/CS000001/%93%AF.docx )

Although it does not occur with every multibyte character (e.g. this issue does not occur with Japanese Hiragana characters),it occurs with various characters (e.g. fullwidth parenthesis).
