Federation

Provide the steps to include the "ATTRIBUTECONSUMINGSERVICEINDEX" Parameter in a Service Provider(SP) Flow.

Customer's requirements ...

OAM 11g R2 PS3 in Service Provider mode to do federation with a partner IDP (SPID) .
Partner requires to send the AttributeConsumingServiceIndex parameter in the authnRequest.
"AttributeConsumingServiceIndex" to be included in SP Initiated Federation SSO.
In addition to passing the service index as request param on the SSO initiated URL, also need to be able to pass it through Fed authn scheme/plugin so that resources protected by this scheme can automatically pass the ACS index as required.
